Budget variance analysis and monthly reporting

per month, three month minimum

Monthly comparison of actual spend to approved budget by line item, with a written narrative explaining each significant difference and the driver behind it. Includes a year end forecast, a one page summary for leadership, and the supporting workbook with every number traceable to its source.

Package 2

Process documentation and desk procedures

$6,500
firm fixed price, five weeks

Written desk procedures for a financial or administrative function, covering the recurring battle rhythm, step by step instructions, required inputs, expected outputs, and control points. Written in plain language so a new employee can follow it without training. Includes one revision cycle.

Package 3

Program financial health assessment

$7,500
firm fixed price, 45 days

Independent review of a program or department's financial position, examining budget baseline integrity, spend rate against plan, staffing cost against plan, and forecast reliability. Delivered as a written findings report with prioritized recommendations and a briefing to leadership.

How a California agency can award this work

Each package is priced below the $250,000 threshold, which allows a state agency or CSU campus to award through the informal small business process under Government Code 14838.5 with quotations from two certified small businesses. A five percent small business bid preference applies on competitive solicitations, and DVBE participation counts toward the three percent statewide goal.
